I’m considering building a web app that revolves around a centralized shared email inbox for helpdesk ticketing. Is Nowa and flutter appropriate for a web based SaaS service?

Yes defiently! I have seen alot of similar cases built in Nowa and Flutter 
You will need an API that will display the emails, and use that to build a dashboard on Nowa in showing their details and closing them. Then, you can deploy it as a web app and host it on any server you wish
